An Garda Síochána have advertised an open competition for appointment to the position of HR, Finance Procurement Manager.
The job will be located at the Garda College in Templemore, Co Tipperary, with a starting salary from €77,528.
The Garda Síochána College is the national centre for police training, development and education within the Irish state. It is responsible for the delivery of the Foundation Training Programme to Garda Trainees.
It is also responsible for specialist operational training and developmental programmes for all personnel of An Garda Síochána.
Principal Duties and Responsibilities of the role
General
- Manage the performance and development of staff in the Finance, Procurement and HR sections.
- Support the operation of an effective internal control environment across the Garda College.
- Contribute to the business and strategic planning for the Garda College.
- Support the development of the Annual Costed Training Plan.
- Monthly reporting to the Director of Training on Finance, Procurement & HR
- Ensure accepted recommendation pertaining to any review by oversight bodies are implemented in a timely manner.
- Manage relationships with internal and external stakeholders.
Finance
- Oversee the operation of the Finance Office, which is responsible for payments from the Overtime and Non-Pay allocation to the Garda College which include:
- Input and release of Overtime.
- Input and release of Travel & Subsistence.
- Payment of suppliers for the provision of goods and services via CSV upload.
- Ensure all receipted income is returned to the state as Appropriations in Aid on a monthly basis.
- Annual reporting to Finance Directorate for Appropriation Accounts.
- Conduct periodic budgetary review of expenditure to ensure value for money and efficient use of resources.
- Inspect and sign off on Imprest and Ancillary Services account reconciliation.
- Liaise with Finance Directorate and Internal Audit to ensure all processes in the Garda College are carried out transparently and in line with best practice.
Procurement
- Ensure the Garda College is compliant with Public Procurement regulations.
- Identify non-contracted spend and conduct tender competitions to put contracts in place to support training and operational policing.
- Manage the procurement portfolio and effective contract management.
- Provide advice, information and direction on all procurement specific work items.
- Collaborate with OGP and other public bodies where appropriate.
- Liaise with Head of Procurement in Finance Directorate.
- Conduct periodic inspections and reviews for compliance.
- Report and discuss serious contract failures with suppliers as part of the contract management process.
Human Resources:
- Analyse and Manage staffing requirements in the Garda College.
- Management of business cases for additional resources to Work Force Planning.
- Ensuring appropriate management of the Kelio and RDMS time and Attendance systems.
- Ensuring appropriate management of sickness absences, CMO referrals, contact visits and back to work interviews.
- Provide support on Industrial Relations issues.
- Act as the designated point of contact for Freedom of Information and Data Access Requests for the Garda College.
- Liaise with various sections across the HR Directorate.
- Proactively manage more serious issues which may arise with reference to the appropriate policy (E.G. Discipline, bullying & Harassment, etc.)
