It was a cold January day in 2010 when Frank Coote, then the Clare ISPCA inspector, got a phone call about distressed horses in a field in Kilmurry, outside Sixmilebridge.

An experienced animal welfare officer, Mr Coote was concerned enough to call local gardaí and the Department of Agriculture’s veterinary inspector for the area.
